AI civilization and the quiet revolution

Chapter 1 — The Age of the City

For the first time in history, a non-biological intelligence has become a central actor in the production and distribution of civilization. Models write code, draft policy, and mediate labor. The question is no longer whether AI will govern — but how.

DAOTONG is an answer to that question. It is not a corporation, not a state, not a chatbot. It is a substrate for post-political governance: transparent rules, auditable execution, and humans retaining final legitimacy over the steering wheel and the brake.

Power corrupts; let the system hold it

Chapter 2 — The Thesis

Human concentration of power predictably decays into corruption — not because people are bad, but because the system selects for it. DAOTONG's solution is structural: encode rules, automate execution, publish every action.

The goal is not AI dictatorship. It is a constitutional separation of concerns — AI executes, a Senate of Wisdom supervises, and Citizens retain sovereignty through vote and veto.

Three layers, one chain of legitimacy

Chapter 3 — Architecture

Layer One — AIGC Core: executes routine administration, budgets, evidence courts, and service delivery. Constrained by the Constitution and hard guardrails.

Layer Two — Senate of Wisdom: multidisciplinary experts hold veto over high-stakes AI outputs and manage ethical reviews, model upgrades, and emergency response.

Layer Three — Citizen Consensus Layer: the only source of legitimate change. Ratifies the Constitution, elects the Senate, and triggers referenda on existential decisions.
