These constraints are written into the founding constitution and signed into model weights. No vote, no official, no AI process can override them.
The AI cannot amend the Constitution.
Constitutional change requires a 2/3 on-chain citizen supermajority. The AI core is constitutionally forbidden from proposing or applying constitutional edits.
The AI cannot disable its oversight systems.
Audit, logging and emergency-stop mechanisms are hardwired and signed into model weights. Modification requires multi-party human signatures.
The Senate holds an irrevocable emergency stop.
A supermajority of the Senate can halt any AI process at any time. This power cannot be overridden by AI, by vote, or by any other branch.
