Phase 01 · 0 – 12 months
Foundation
- Publish the bilingual Whitepaper v1.0 and founding Constitution
- Establish an independent non-profit research institute
- Release open-source protocol repositories under permissive licenses
- Build a global contributor community across GitHub and Discord
- Submit peer-reviewed papers to governance and AI-ethics journals
Phase 02 · 1 – 3 years
Pilot Community
- Sign a special-zone agreement with a host nation for a 10k–50k resident pilot
- Deploy AI-Citizen ID, on-chain voting, AI-court prototype and transparent treasury
- Recruit first 5,000 residents with ≥40% local population
- Complete the first full legislation–execution–justice cycle within 18 months
- Publish an operations manual auditable by external researchers
Phase 03 · 3 – 8 years
Model City
- Scale to a 100k–500k resident reference city with full AI judiciary (civil)
- Launch Universal Basic Income and citizen digital equity framework
- Transition urban infrastructure planning to AI-validated simulations
- Institutionalize quarterly open visits and annual transparency reports
- Ship the deployable Protocol Toolkit for replication elsewhere
Phase 04 · 8 – 20 years
Global Alliance
- Launch the AI Charter Cities Network with 20+ founding city signatories
- Standardize cross-city digital citizen mutual recognition
- Table an International Framework for AI Governance at the United Nations
- Publish full multi-language protocol releases and reference tooling
- Support a post-political, interoperable civilization substrate.
