Hard Constraints

Three rules it cannot override. Ever.

CONSTRAINT / 01

The AI cannot amend the Constitution.

Constitutional change requires a 2/3 on-chain citizen supermajority. The AI core is constitutionally forbidden from proposing or applying constitutional edits.

CONSTRAINT / 02

The AI cannot disable its oversight systems.

Audit, logging and emergency-stop mechanisms are hardwired and signed into model weights. Modification requires multi-party human signatures.

CONSTRAINT / 03

The Senate holds an irrevocable emergency stop.

A supermajority of the Senate can halt any AI process at any time. This power cannot be overridden by AI, by vote, or by any other branch.

Auditable

Every decision ships a reasoning trace and a signed receipt.

Contested

Any citizen can trigger a jury review of an AI decision.

Forkable

The entire codebase is open source — fork, critique, improve.
